For example that the Tier 2 does not able to solve the problem for the reason that the problem is just so complicated then it have to be turn over to the Tier 3.

Tier 3 Support - Most Advanced and the Last Resort In Solving Complicated Problems Considered as the expertise among the three, Tier 3 technicians can resolve problems that are the most difficult and most complex that no one can ever solve except them. It is to be known that belonging on the Tier 3 IT support group are sure to be the most experienced and skilled technicians among the Tiers in the IT support and can resolve difficult issues in the systems to the extent that they will decide to replace software if it is surely needs.

The reasons why the IT support plays the important role in most of the companies these days because they are not only capable of solving issues and different types of complicated problems in the system but also they very helpful in running a companies in any way possible.
